Tanzanian delegation visits PPA for benchmarking on procurement best practices

From Monday, June 23 to Wednesday, June 25, 2025, the Public Procurement Authority (PPA) hosted a nine-member delegation from the Public Procurement Regulatory Authority (PPRA) of Tanzania on a benchmarking visit aimed at fostering institutional collaboration and knowledge exchange.

The delegation, led by Prof. Ninatubu Lema, Chairperson of the PPRA Board, included Mr. Dennis K. Simba, Director-General of the PPRA, and Mr. Alex Haraba, Assistant Commissioner for Public Procurement Policies at Tanzania’s Ministry of Finance.

The visit focused on gaining hands-on insights into Ghana’s approach to price cap setting for goods, with practical demonstrations of data collection processes and the application of cost estimation models for infrastructure projects such as buildings, roads, and power-generation systems.

During the visit, both institutions engaged in in-depth discussions on operational efficiencies, oversight mechanisms, and strategies for ensuring value for money and prudent use of public funds. The interactive sessions highlighted shared challenges and opportunities for enhancing procurement systems in both Ghana and Tanzania.

Speaking during the visit, Mr. Dennis K. Simba noted that the Government of Tanzania, through the Ministry of Finance, had made significant strides in utilizing technology, particularly in public procurement and made it mandatory for all government procurement to conducted through Tanzania’s electronic public procurement system, NeST.

He said despite this progress, there were still challenges that hindered full realization, disclosing that in response, their government had initiated a process to establish price caps for goods, works, and services by integrating them into NeST.

“We discovered that your institution is already implementing price caps for goods, construction works, and services, and publishing these prices on your website. That’s why we visited the Public Procurement Authority of Ghana to learn from your experience and best practices.” He said.

The Chief Executive Officer (CEO) of PPA, Mr. Frank Mante, emphasized the importance of such collaborations, stating that the PPA was committed to fostering strong partnerships across the continent.

“This visit reflects our shared goal of strengthening procurement governance to support sustainable development” he said.

He indicated that PPA remained dedicated to driving transparency, efficiency, and innovation in public procurement through continuous learning and strategic partnerships.
