BOARD CHAIRMAN—MR. BASIL AHIABLE

MR. BASIL AHIABLE is currently the Managing Consultant for Supplychain Consult Limited, a seasoned procurement & supply chain management specialist. As the immediate past Council Chairman of the Ghana Institute of Procurement and Supply (GIPS), he worked together with his team and stakeholders towards attaining the ‘Practicing License Status’ through the Parliament of Ghana for procurement and supply chain practitioners in the country.

 

He has over twenty-eight (28) years’ experience in professional procurement and contracting, including World Bank-financed projects, procurement and supply operations, and capacity building on World Bank Procurement Procedures.Well-known at international procurement conferences and workshops, he has contributed immensely to the development of public procurement, especially in capacity building, procurement planning and strategy, and evaluation and monitoring of multi-million-dollar projects at home and abroad.He has prepared and presented several papers at international seminars, workshops, and conferences on procurement in several African countries.

Mr. Ahiable’s extensive professional work experience ranges from the position of Procurement Supervisor at Ghana Civil Aviation Authority in 1995, various capacities in contracting and procurement with Shell Africa from 2002 to 2012, rising to the position of

Head of Contracting and Procurement Operations for the West, Central, and East Africa regions.He founded Supplychain Consult Ghana Limited in 2012.

 

Mr. Ahiable obtained a Masters degree in Business Administration (Finance Option) from the University of Ghana in 2004. He holds a Certificate in the World Bank’s Works, Consultancy & Goods Procurement Management from the Ghana Institute of Management and Public Administration (GIMPA) and many other internationally recognized certificates.He was awarded a Fellowship (FCIPS) of the Chartered Institute of Procurement and Supply, UK, in 2013, and is also a Fellow of the Ghana Institute of Procurement and Supply (GIPS).

Mr. Basil Ahiable was appointed to serve on the Board of the Public Procurement Authority of Ghana in 2009 and chaired the Technical Committee of the PPA Board for five years.Among his many accomplishments was his significant contribution to the bill seeking to amend the Public Procurement Act 2003 (Act 663) to address practicing challenges.He also had numerous opportunities to advise the government on procurement matters.

He is widely travelled locally and internationally, a sports enthusiast, and enjoys reading in his leisure time.

CHIEF EXECUTIVE OFFICER – MR. FRANK MANTE

 FRANK MANTE is the Chief Executive Officer (CEO) of the Public Procurement Authority (PPA) of Ghana.

Prior to joining PPA, Frank worked as the Procurement Director at the Millennium Development Authority (MiDA), Ghana, between 2018 and 2019 and served as the Country Manager for Crown Agents Ghana Limited between 2012 and 2017.He was a Procurement Consultant and Lecturer at the Ghana Institute of Management and Public Administration (GIMPA) between 2010 and 2012 and an Adjunct Lecturer at GIMPA, the University of Ghana, the University College of Management Studies, the Institute of Local Government Studies, and the Ghana Telecommunication University between 2009 and 2016.

Frank has over 25 years’ working experience in Ghana, the West African sub-region, and the United Kingdom. He is a Lawyer and a Procurement Expert. He holds the following professional and academic qualifications:Fellow of the Chartered Institute of Procurement & Supply (FCIPS, CIPS-UK), Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM-USA), Chartered Member of the Chartered Institute of Logistics and Transport (CMILT,CILT-UK), Master of Laws (LLM) in Public Procurement Law and Policy from the School of Law-University of Nottingham-UK, MBA Marketing from the University of Leicester-UK, BA (Hons) in Banking, Economics with Law from the London Metropolitan University-UK, LLB from MountCrest University College, a Post Graduate Diploma in Banking and Finance from the University of Leicester, a Higher National Diploma in Purchasing and Supply from Accra Technical University and a Teacher’s Certificate ‘‘A’’ from the College of Education-Tamale.

Frank is passionate about public procurement reforms, especially in Sustainable Public Procurement from a developing country’s perspective.

VICE-CHAIRPERSON – HON. JOYCELYN QUASHIE (MP)

HON. JOYCELYN QUASHIE is the Vice-Chairperson of the Public Procurement Authority Board.

She is the President of the Young Parliamentarians Forum Ghana and has been the Member of Parliament for North Dayi since 2017.

Hon. Joycelyn Quashie holds qualifications in B.Ed. (Management), an LL.B., and an M.A. in Development Communication. She brings a strong blend of expertise in law, education, and development to public service.She has served on key parliamentary committees, including Constitutional, Legal and Parliamentary Affairs, Gender, Children & Social Welfare, and the Business Committee.

She is currently a member of the Committee on Subsidiary Legislation, the Committee on Foreign Affairs and Regional Integration, and the Committee of Petitions and Vice-Chairperson of the Committee on Sanitation and Water Resources.

Hon. Quashie is passionate about gender equality and youth empowerment and believes that greater transparency, accountability, and inclusiveness in Ghana’s procurement processes will free up more resources to promote equitable access to education, healthcare, and economic opportunities for women and young people.

JUSTICE SREM-SAI, DEPUTY – ATTORNEY GENERAL & MINISTER FOR JUSTICE – MEMBER

DR. JUSTICE SREM-SAI is the Deputy Attorney-General and Minister for Justice of the Republic of Ghana. Appointed in March 2025, Dr. Srem-Sai came to the office with strong academic and law practice experience. He obtained his undergraduate degrees from the University of Ghana and his Qualifying Certificate in Law from the Ghana School of Law, both in Accra, Ghana. He also holds postgraduate law degrees from the Cardiff School of Law & Politics in the United Kingdom, Harvard Law School in the United States of America, and the University of Leeds School of Law in the United Kingdom.

Immediately before his ministerial appointment, Dr. Srem-Sai was a Senior Lecturer in Public Law at the University of Ghana School of Law, where he focused his research and publication projects on exploring the boundaries of the constitutional rights of humans and corporations. In line with that focus, he has taught and supervised research on trending themes across constitutional law, human rights law, disability law, and the law of business organizations. Dr. Srem-Sai’s academic awards include the Open Society Foundations Scholarship grant (2012), the Harvard Law School Scholarship award (2013), the Emory Law School Vulnerability and the Human Condition Initiative award (2018), and the Leeds Law PGR Overall Outstanding Thesis of the Year award (2021).

Beyond academia, Dr. Srem-Sai has, over the years, built a well-defined reputation as a distinguished legal practitioner and founder of Praetorium Solicitors—an Accra-based law firm. A passionate constitutional rights enforcement lawyer and civil rights advocate, Dr. Srem-Sai has worked with several human rights defender organizations to help secure justice for victims of police brutality and other human rights abuses. This includes the Institute of Law & Public Affairs (ILPA), the Initiative for Strategic Litigation in Africa (ISLA), the DefendDefenders Project, Democracy Hub, and the International Senior Lawyers Project (ISLP). Dr. Srem-Sai was admitted to law practice in the year 2011.

AHMED ZAKARIA ABDULAHI – MEMBER

AHMED ZAKARIA ABDULAHI is a visionary business leader, educator, and public servant with over 35 years of impactful experience across multiple sectors—including civil engineering, real estate, logistics, hospitality, agriculture, and telecommunications. He currently serves on the Board of the Public Procurement Authority of Ghana, where he plays a strategic role in promoting transparency, accountability, and efficiency in national procurement processes.

At the core of Dr. Abdulahi’s distinguished career is entrepreneurship. He is the founder and Board Chairman of the Al-Zulphar Group of Companies, a diversified enterprise operating in key industries across Ghana. Under his leadership, Al-Zulphar has built lasting partnerships with global brands such as Unilever, MTN, Nestlé, and Wilmar and has been instrumental in delivering large-scale business solutions.His entrepreneurial portfolio also includes Zaab Air and Ego Hospitality, where he served as founder and CEO, leading both companies through periods of strategic growth, operational excellence, and market expansion.

 

Dr. Abdulahi holds a Doctorate in Business Administration (DBA) and a Master of Applied Business Research from the Swiss Business School, where his research focused on leadership and emotional intelligence in organizational settings. He also earned a Post-Graduate Certificate in Contemporary Leadership, an MBA in Supply Chain Management, and a Bachelor’s degree in Operations and Project Management from GIMPA, where he was named Best Student in his graduating class.As a Lecturer at GIMPA and Islamic University College of Ghana, he continues to inspire the next generation of business leaders. His scholarly work includes the publication “The Influence of Leadership Styles on Organizational Commitment: The Moderating Effect of Emotional Intelligence,” featured in the Journal of Management Development by Emerald Group Publishing.

Dr. Abdulahi has held key advisory roles in public service, including Chairman of the Audit and Regional Implementation Committee, and has been actively involved in policy advocacy and religious engagement. He is widely respected for his grassroots leadership, financial stewardship, and commitment to community development. Over the years, he has supported and led several faith-based and civic initiatives that promote social equity, education, and national unity.

Internationally, Dr. Abdulahi has represented Ghana at high-level conferences and summits, including the UNESCO Global Education Summit in New York, the World Peace Conference in Atlanta, and strategic leadership conferences in Switzerland, Spain, South Africa, and India. His outstanding contributions to business and community development have been recognized by institutions such as the University of Dallas, the University for Development Studies, and the Ghana Muslim Students Association.  With a career defined by excellence, innovation, and service, Dr. Abdulahi remains a passionate advocate for ethical leadership, sustainable development, and inclusive economic growth.

HAJIA FATIMA ADAMU – MEMBER

HAJIA FATIMA ADAMU is a dynamic and results-driven executive with over 25 years of leadership in operations, supply chain management, and commodity logistics across West Africa.She has served in high-impact roles such as Chief Executive Officer, Managing Director, and Director of Operations within some of Ghana’s leading firms, managing complex transport networks, high-value contracts, and large-scale procurement portfolios.

She currently serves as the Managing Director of Tradeco Ghana Limited, a licensed cocoa buying company, where she has steered operations towards nationwide efficiency, ethical sourcing, and financial discipline.

As Managing Director of F1 Ghana Limited, she oversees critical haulage, warehousing, and cocoa evacuation services and has established reliable logistical systems across the country.In her role as a Director at Global Haulage Company Limited, she supervised a fleet of over 700 trucks, transforming operational strategy and cost structure in one of Ghana’s largest transport entities. She also serves as a Board Member of Cocoa Merchants Ghana Limited (CML) and contributes actively as a Governing Council Member of United Way Ghana, Member of the Institute of Directors Ghana, and President of the Businesswomen Club.

Her academic credentials include an MSc in Operations and Supply Chain Management from the University of Liverpool, an MBA in General Management from Accra Business School, and several certificates in procurement, strategic project management, and corporate governance.

Hajia Fatima Adamu is a recognized name at procurement and logistics forums across Ghana and abroad, contributing to policy discussions and industry development. Her professional expertise spans strategic growth planning, financial oversight, stakeholder engagement, and public-private partnerships.

She continues to inspire and empower women and youth while leading impactful reforms in logistics, governance, and trade. Her name is synonymous with integrity, vision, and strategic influence in Ghana’s business and governance space.

ISAAC FRAIKUE – MEMBER

ISAAC FRAIKUE is the Director of Budget at the Ministry of Finance of Ghana. Prior to this, he held the position of Group Head for Budget Development and Implementation from April 2021 to January 2024, where he helped to shape policies on budget development and implementation and also served as Chief Budget Analyst in earlier years.

He acquired a Bachelor of Arts in Economics and Geography from Kwame Nkrumah University of Science and Technology in 1993 and a post graduate Diploma in Urban Management from the Institute for Housing and Urban Development Studies (IHS), Erasmus University, Rotterdam, Holland, in 2002.Mr. Isaac Fraikue later obtained a Master of Arts Degree in Economic Policy Management from the University of Ghana in 2006.

Mr. Isaac Fraikue has vast working experience with Local Governments in the Greater Accra Region from 1993 to June 2011.

Mr. Fraikue was the consultant for the Local Government Capacity Support Project at the Ministry of Finance between 2011 and 2012, where he helped with the establishment of the Fiscal Decentralization Unit, provided orientation to staff of the Fiscal Decentralization Unit on the Local Government Financial Management System, and established a reliable Situational Database on Metropolitan, Municipal, and District Assemblies (MMDAs) Budgeting Systems, the Revenue Mobilization System, and the rolloutof the Composite Budgeting System to the MMDAs.

FRANK AGYARE, ESQ. – MEMBER

FRANK AGYARE is the Country Representative and Regional Director for Africa at OIC International Inc., a global non-profit, non-governmental organization. He is also a Partner at Oak & Wuuds Law Firm in Accra, Ghana.

A dual-qualified lawyer and chartered accountant, Mr. Frank Agyare has over 18 years of progressive experience in international development, with more than a decade in senior management and eight years in regional leadership. His multidisciplinary expertise spans finance and strategic management, procurement and subcontracting, contracts and grants administration, program design and implementation, monitoring and evaluation, and business development.

In legal practice, Frank focuses on corporate and commercial transactions, labor and employment law, human rights, intellectual property, real estate law, and debt restructuring and recovery for financial institutions.

He is a member of CIMA Global’s Africa Regional Engagement Group and previously served as Chairman of the West Africa Area Committee for CIMA Africa.His professional affiliations include the Institute of Chartered Accountants, Ghana (ICAG); the Chartered Institute of Management Accountants (CIMA, UK); the Chartered Global Management Accountant (CGMA, UK); the Ghana Bar Association (GBA); and the Chartered Institute of Restructuring and Insolvency Practitioners (CIRIP Ghana).

Mr. Agyare holds a Master of Laws (LL.M) in Corporate and Commercial Law from the University of Ghana, a Professional Law Certificate from the Ghana School of Law, and a post First Degree L.L.B from GIMPA. He also holds an MBA from the Paris Graduate School of Management, a Bachelor of Commerce (B.Com) in Accounting and Finance from the University of Cape Coast, and a Higher National Diploma from Kumasi Technical University. He is an associate member of both the Association of Certified Chartered Economists (ACCE) and the American Academy of Financial Management.

A. B. A. FUSEINI – MEMBER

HON. ALHAJI A. B. A. FUSEINI is a Ghanaian journalist, a politician, and a former Member of Parliament representing the Sagnarigu constituency in the Northern Region of Ghana for three terms.Born in February 1956 in Tamale to Chief Dohinaa Alhassan Napari and Hajia Azara Alhassan.

Alhaji attended Tishigu Anglican Primary and Kalpohin Middle School in the early to mid-60s, and Yendi Secondary School & T. I. Ahmadiyya. Kumasi in the mid- to late 70s.

He holds a Bachelor’s degree from the University of Ghana, a Master’s degree in Human Rights obtained in 1993 from the University of Essex, Colchester, UK.He also holds a Postgraduate Diploma from the International Institute of Journalism in Berlin.

An experienced politician, Alhaji has held several positions as Board Chairman, Governing Council of the Ghana Institute of Journalism; Member, Governing Board of Tamale Technical University; and Member, Board of the Ghana Publishing Company.Alhaji was appointed Deputy Regional Minister for the Northern Region for four years.

In his early professional career, he held various positions as Senior Reporter and Features Writer at the Ghanaian Times, Staff Writer and Foreign Editor at The Mirror Newspaper.He was appointed First Political Editor of the Daily Graphic Newspaper in 1996, where he also served as News Editor and Features Editor, resigning as Night Editor in August 2012 to contest the NDC primaries.  He earned several journalistic awards, including the Most Promising Journalist and Best Investigative Journalist in Ghana.

Alhaji was also instrumental in ensuring the smooth, safe, and dignified return of pilgrims, in collaboration with the task force leadership of the Pilgrims Affairs Office of Ghana.
